CONTEXT & JUSTIFICATION
The ILC Africa assembly of members is the major governance organ of the regional coalition; it annually gathers all ILC Africa members to reflect on the regional coalition’s life and deliberate on important matters concerning the regional network. The regional assembly elects and provides mandate and guidance to the regional steering committee, which in turn, oversees the work of the regional coordination unity in support to the member lead implementation of the ILC strategy.
This year’s regional assembly takes place in a specially challenging context when the world is still battling with the Covid-19 pandemic; hence the assembly is taking place only virtually. This comes with the challenge to ensure that all members can equally participate in this important governance meeting despite the unequal access to digital meeting facilities. The ILC Africa communications section is cognisant of this challenge and strives to ensure adequate innovative measures that allow members from different sizes of organizations to equally participate and contribute to the meeting. For example, members with limited digital access are to be facilitated to join the closest other members or places with adequate digital facilities to actively participate in the meeting.
The regional assembly takes place a few days before the global assembly of members, it is thus an opportunity for regional members to prepare their contribution into the global assembly of members. Moreover, this year’s regional assembly is the last one under the current ILC strategy; it therefore offers members with the opportunity to reflect as a region on how ILC has contributed to land governance on the continent in the past 6 years and draw lessons. Furthermore, the assembly takes place when ILC gears to embark on the implementation of a new and ambitious strategy for the next nine years; it is therefore an opportunity for the regional coalition to start reflecting on how to best domesticate the strategy and contribute to its implementation. Last but not least, the assembly takes place at the end of the current steering committee term, and after a new steering committee has been elected by ILC Africa members. The assembly is therefore a perfect moment for members to thank the outgoing committee, to welcome the new committee; and for the outgoing committee to officially handover to the new committee for the next three years term.
